Nigeria: Kaduna, Zamfara, to pioneer trial test for community police…Britain to assist in training
London, May 11, 2019 (AltAfrica)-The Nigeria police is to begin trial test for its community policing system in Kaduna and Zamfara states, two states currently experiencing high level of internal insecurity, Alternativeafrica.com can authoritatively reveal
A competent very senior police officer told our correspondent in Abuja that the two states will pilot the scheme to allow the force to find-tune the operations depending on the experience before further extending it to other northern states
“The choice of the northern states to pioneer the community policing scheme is very obvious. Northern states operate a traditional emirate and district structures which is a perfect base for the effective take-off of the scheme”, the source said
The source added that in line with the design of the scheme as recently pronounced by the Acting Inspector General of Police, AIGP Adamu Abubakar the Community Policing Model envisaged for the country will involve the establishment and utilization of the Special Constables.
The Special Constables Model, mirrored after the Police Community Support Officers standard in the United Kingdom policing architecture, will be tailored to align with the existing traditional security structure in Northern Nigeria.
The Special Constables who will not be armed will be drawn from members of the community to serve as voluntary community police officers under the coordination of the regular Police Force. Their main duty aside gathering intelligence and winning the confidence and support of the host community include handling charge room and administrative duties.
Others are crowd control, accident scene duties, alternative dispute resolution and other less sensitive and less risky functions. They are expected to dress in police uniform but with a different force number to distinguish them from the regular cops
According to our source, the only reason for the delay in take-off of the scheme is disagreement on the recruitment processes for the special constables. Why the police authorities want the traditional rulers, Imams, pastors to play a key role in the recruitment exercise, other security agencies like the army strongly oppose such influence based on the recent arrest of some traditional rulers who were alleged to be leaking operational information to criminals in exchange for protection and monetary gains
Alternativeafrica.com also gathered that the community police system was top of the agenda at the last security meeting between president Muhammadu Buhari and the security chief early this week in Abuja where the president sort the opinions of each security agency and how the coordination would be carried out
It is also gathered that Britain has signaled readiness to assist the feferal government in training the special constables in the act of gathering intelligence and the effective implementation of the scheme.
Aside training, Britain is prepared to also assist with information gadget to be distributed to the special constables in line of duty to facilitate prompt and effective communication in case of urgent information to be passed to the police authorities
